Politics and Migration from Ukraine to Poland (2014-2019): Information and Communication Technologies of Formation and Implementation

Abstract: This work is devoted to the analysis of migration processes from Ukraine to Poland. Section I explores what migration is, its main types, and how migration can positively and negatively affect a country’s development. A cognitive map has been developed that illustrates what migration factors affect socio-economic growth in the country. Section II analyzes the labor migration of Ukrainians to Poland, advantages and disadvantages. Highlighted reasons why Ukrainians migrate to Poland. The influence of Ukrainians’ choice to work and study in Poland is considered. A study of the impact of Ukrainian migrants on the development of the Polish economy. Section III examines the characteristics of some issues of educational migration from Ukraine to Poland after 2014. The policy of the Polish state towards foreign students is considered. Forty higher education institutions in Poland are considered, twenty of which are state freelancers and the other twenty are non-state freelancers in order to find out what language the site is in, how many publications / news there are about Ukraine, whether events of interest to foreign students are held. What measures are taken by Polish higher education institutions to motivate the admission of foreign students. Using the Google search engine, the following queries were made: "Study in Poland", "Free study in Poland", "Polish universities invite you" to find out how easy it is to provide yourself with information and services for studying in Poland. This work leads to the following conclusions: International labor migration is a process that affects most countries, it is constantly in the spotlight of scientists, international organizations, governments and is regulated at the national, regional and international levels. Migration affects the demographic situation in the world, the labor market, economic development, welfare. It creates many positive and negative consequences for countries. Migration creates problems that require the right measures of socio-economic, migration and foreign policy of states. The analysis allows us to draw such conclusions. Educational migration has positive consequences for Ukraine only when education returns to Ukraine, a significant part of Ukrainian youth go to study abroad in order to gain access to the EU labor market and further emigration. In such circumstances, the Ukrainian state already needs to pay attention to the educational migration of Ukrainian citizens, first of all by changing its own educational policy, which actually pushes many energetic young people to seek education abroad, especially in Poland.
